Dr. Vijay Kumar D., IAS

Dr. Vijay Kumar D., IAS is the Commissioner & Secretary, Government of Meghalaya. He has been assigned to the Finance Department, Planning Department, Chief Minister’s Secretariat, Tourism Department, Cooperation Department, Sports & Youth Affairs Department, Soil & Water Conservation Department, and Agriculture Department. He has also acted as Director-General, Meghalaya Institute of Entrepreneurship; Chairman, Meghalaya State Warehousing Corporation; Deputy Chief Executive Officer, Meghalaya Basin Development Authority; Commissioner of Division, Garo Hills; CEO, Meghalaya State Skills Development Society; and Chairman, Meghalaya State Watershed & Wasteland Development Agency.

Vikash Madduri

Vikash Madduri is a Digital Government Specialist at International Telecommunication Union (ITU). He has been working in e-Governance and Government Digital Transformation domains for the past eight years. Vikash has actively worked in e-Governance consultancy and capacity building-related projects with various central line ministries, state, and union territory governments of India.

He holds a Master’s degree in Development from Azim Premji University and a Bachelors of Engineering degree in Information Technology. Vikash’s research interests lie in the intersection of law, governance, and public policies of emerging information technologies.

Vikash holds the following professional certifications: Digital Practitioner Body of Knowledge™ Foundation, TOGAF^® 9.2 Certified, Certified Blockchain Professional, PRINCE2^® Agile Foundation Certificate in Agile Project Management, Oracle^® Certified Associate: PL/SQL Developer, Oracle 9i, and Diplôme d’études en Langue Française (DELF-A1). He is member of the Government Blockchain Association (GBA).

Currently, he is contributing to the “Capability Building Guidance”, “Public Digital Platforms”, and “Education Reference Model” sub-groups under The Open Group Government Enterprise Architecture Work Group.
