Reusability
As the concept of e-Governance has been proven to work in one country or region, it can often be exported to other regions in the same country or abroad. There are, of course, vast differences between countries and even between different parts of the same country. A good project will often be capable of being replicated elsewhere.
The National e-Service Bus and shared platform/e-services concept has all the capabilities to be replicated. The National e-Service Bus and shared platform/e-services were established to meet the growing demands of public and private sector organizations, and of citizens by providing integrated and interoperable e-services in a more secure, reliable, and efficient manner by using ICT. It falls under the BNDA framework that is designed following the TOGAF Standard, Version 9.2.
To get the full benefit of the National e-Service Bus and shared platform/e-services, individual ministries and government authorities need to be involved during the early stages. The BNDA guidelines key Architecture Principles will be helpful in this aspect. The BCC has conducted several seminars and workshops on the BNDA, the National e-Service Bus, and shared platforms/e-services, etc., inviting all ministries/divisions. It has been observed that ministries/divisions are also interested in utilizing these facilities. Additionally, while applying for other countries/regions – many of the risks and challenges faced by the BNDA’s journey towards developing e-services can be mitigated at the inception phase, rather than being a lesson learned towards end. This will streamline and help lead to a shift-left of the timeline and improve the quality as well as the velocity of the entire project.
